Serbian Association of small and medium sized enterprises, craft shops and entrepreneurs, is persistent in its efforts to support SME sector, especially in the time of economic and financial crisis, when the companies are facing various problems. The activities of the Association are aimed at the creation of stimulating, safe, well-organized frames, both legal and administrative, for business operating, especially for SME sector. Our goal is to create the sustainable, competitive and export-oriented private sector.
The Association supports the internationalisation of small and medium enterprises and their integration in leading European and world clusters. In order to generate economic development, we pay special attention to the strengthening of entrepreneurial spirit, initiatives and development.
Our goal is to defend our members' interests, through the institutional help, business support services and by advocating interests of SMEs at all levels.
Entrepreneurship and SMEs count among most important actors of economic development and job generating. Entrepreneurship is proved to be very important developmental resource since it presents way of thinking focused on innovative behaviour.
The main obstacles to the entrepreneurial development in Serbia are:
· Absence of adequate legal framework and business environment,
· excessive red tape,
· Lack of finances.
Based on the results of analyse on SME and entrepreneurship SASME carried out, we propose following actions:
· To adopt unique legislative for micro and small enterprises and repeal other regulations holding back the development of SMEs and entrepreneurship. To pay special attention within the legislative, on stimulating measures for micro enterprises employing up to ten persons.
· To make, like many EU countries, a "bonfire" of pointless regulations.
· To pay special attention to flexible employment, women and social entrepreneurship using EU model.
· To decrease financial burdens (taxes, etc.) and provide financial assistance.
· To adopt Investment Fund Law and legalize the establishment of local and guarantee funds for micro, small and medium enterprises.
· To introduce European standards in the fields of research and development.
· To define appropriate vocational programs within educational reform and harmonize educational system with market needs.
· To encourage the development of relatively new areas, such as recycling, renewable energy, creative industries, etc.
Those actions would certainly result with faster economic growth and new jobs.
